Capacity Building for EU Approximation in South Eastern Europe: key project events and milestones.
November 14–18, 2001 — Zagreb, Croatia
The workshop brought together representatives of Ministries of Environment and NGO representatives from five countries that had expressed interest in participating at the III REReP Task Force meeting in Sarajevo. Together with GTZ, partners from Bulgaria, Croatia, Macedonia, Romania, and Serbia and Montenegro developed a Plan of Operations for the project.
May 27–28, 2002 — Belgrade, Serbia and Montenegro
Albania and Bosnia and Herzegovina joined the project at this meeting. National project teams presented their first results, and the Steering Committee reviewed progress on regional capacity-building activities for EU environmental approximation.
November 11, 2002 — Sofia, Bulgaria
The second Steering Committee meeting focused on further development of regional project elements. Partners discussed coordination of national activities and the next phase of capacity-building efforts across South Eastern Europe.

The GTZ events series under the REReP framework represents a sustained effort to build institutional capacity across South Eastern Europe as countries work toward alignment with EU standards and practices. These gatherings bring together public administrators, policy specialists, and technical experts who share practical experience in regulatory reform and approximation. Each session is designed to move beyond theory, offering participants concrete tools for transposing EU directives into national legal frameworks and administrative procedures. The events serve as a bridge between regional experience and European best practice, creating a collaborative space where challenges are discussed openly and solutions are developed collectively.
Throughout the programme, the emphasis has remained on practical, hands-on learning that participants can immediately apply within their own institutions. Workshops and working groups are structured around real-world case studies drawn from the approximation process, allowing attendees to examine how similar reforms have been implemented in other contexts. The events also facilitate peer-to-peer networking, helping to build a lasting community of practitioners across borders who can continue to support one another long after the formal sessions have concluded.
